Message from BT re Asking for Trigger Level


Gill, thank you for your email, 

We are always looking to set more trigger levels and we will definitely
review all the exchanges where demand exceeds 150 pre-registrations. This
does not automatically mean that it will get a trigger level. If we feel
that the amount of interest required is unrealistically high compared to the
amount of people on the exchange, the target will not be published. We will
then continue to look for ways to reduce the costs of upgrading this
exchange and try to set a target in a later stage. 

We hope to publish more trigger levels in the upcoming months.

As for areas where demand is low, or where it is difficult to provide
broadband ADSL, we are striving to find alternative solutions. We are
running a number of partnerships and/ or sponsor programmes to see as to
whether working with ISPs and local bodies can remove some of the investment
risk. In Cornwall, for example, the pioneering 'Act now' public/private
initiative has been actively promoting broadband in the county. We hope that
these types of partnerships can be replicated widely.

We are also marketing a new approach to bring broadband ADSL to small
exchanges, where it would not otherwise have been commercially viable. ADSL
Exchange Activate can be used in much smaller units than the current
activation equipment- serving up to 30 end users per site, linking to a
single broadband ISP. The product involves a sponsoring body with a social,
development or commercial interest in bringing broadband to particular
areas, teaming up with a broadband ISP to aggregate demand, source funding
and deliver service. For more information you can visit

BT is also investigating radio technologies as a way of delivering community
wide broadband services. At this time, the technology is not mature enough
for BT to commit to any firm deployment plans.

Gullane now has 151 people registered.

It's a small place,  so this is pretty good already.

The question I get asked most is what is our trigger level.

I can't really start a campaign until I know the target we have to reach.
